“The fact of the matter is, the ability to identify a moderate middle in Syria was—there was no moderate middle, because the moderate middle are made up of shopkeepers, not soldiers; they’re made up of people who, in fact, have—ordinary elements of the middle class of that country.” …….. “What my constant cry was that our biggest problem is our allies — our allies in the region were our largest problem in Syria.
” The Turks were great friends. And I have a great relationship with Erdogan [whom] I just spent a lot of time with. The Saudis, the Emiratis, etc. What were they doing? They were so determined to take down Assad and essentially have a proxy Sunni-Shia war. What did they do? “They poured hundreds and millions of dollars and tens and thousands of tons of weapons into anyone who would fight against Assad. Except that the people who were being supplied were [Jabhat] al-Nusra and al-Qaeda and the extremist elements of jihadis coming from other parts of the world.”
Now you think I’m exaggerating. Take a look: Where did all of this go? So now what’s happening? All of a sudden, everybody is awakened because … [IS] which was al-Qaeda in Iraq, which when they were essentially thrown out of Iraq, found open space and territory in … eastern Syria, worked with al-Nusra who we declared a terrorist group early on and we could not convince our colleagues to stop supplying them. So what happened?
Now, all of a sudden, I don’t want to be too facetious, but they have seen the Lord! Now … the president’s been able to put together a coalition of our Sunni neighbors, because America can’t once again go into a Muslim nation and be the aggressor. It has to be led by Sunnis to go and attack a Sunni organization. So what do we have for the first time?”
Now Saudi Arabia has stopped the funding going in, Saudi Arabia’s allowing training on its soil of American forces under Title 10, open training. The Qataris have cut off their support for the most extreme elements of the terrorist organizations and the Turks, President Erdogan told me — he’s an old friend — said you were right, we let too many people through. Now they’re trying to seal their border.”

حالا فکر میکنید که من بزرگنمایی میکنم. نگاه کنید: همهٔ اینها کجا رفت؟ پس حالا چه اتفاقی دارد میافتد؟ ناگهان، همه بیدار شدهاند چون … [داعش] که همان القاعده در عراق بود، که وقتی عملاً از عراق بیرون انداخته شد، فضای باز و قلمرو در … شرق سوریه پیدا کرد، با النصره کار کرد ــ گروهی که ما آن را خیلی زود در فهرست گروههای تروریستی قرار دادیم ــ و ما نتوانستیم همکارانمان را قانع کنیم که تأمین سلاح برای آنها را متوقف کنند. پس چه شد؟
حالا ناگهان، نمیخواهم خیلی طعنهآمیز حرف بزنم، اما آنها “خدا را دیدهاند”! حالا … رئیسجمهور توانسته ائتلافی از همسایگان سنی ما تشکیل بدهد، چون آمریکا نمیتواند دوباره وارد یک کشور مسلمان شود و نقش مهاجم را بازی کند. این کار باید توسط سنیها رهبری شود تا بروند و یک سازمان سنی را مورد حمله قرار دهند. پس حالا برای نخستین بار چه داریم؟» حالا عربستان سعودی جریان تأمین مالی را که به داخل میرفت متوقف کرده، عربستان اجازهٔ آموزش روی خاک خودش را به نیروهای آمریکایی تحت عنوان «تایتل ۱۰» داده است ــ آموزش آشکار. قطریها حمایتشان از عناصرِ بسیار افراطیِ سازمانهای تروریستی را قطع کردهاند و ترکها ــ رئیسجمهور اردوغان به من گفت ــ او دوست قدیمی من است ــ گفت: تو درست میگفتی، ما گذاشتیم آدمهای زیادی عبور کنند. حالا دارند سعی میکنند مرزشان را ببندند.» «برای اینکه عربستان سعودی بفهمد هدف داعش رمادی نبود، مکه و مدینه بود، همین قدر طول کشید.»

U.S. programs such as the CIA’s “Timber Sycamore” are reported to have sent weapons to anti-Assad rebels, with some weapons later captured or transferred to jihadist factions.

New York Times reported that the CIA program “sent a large volume of weapons” to rebels and that some of these “ended up in the hands of jihadists” (Mazzetti et al. 2016).

A Washington Post investigation said U.S.-Saudi covert cooperation “fueled the growth of factions with Islamist ideologies” because weapons were widely redistributed (Ignatius 2017).
- The UK-based Conflict Armament Research (CAR) documented that U.S.-purchased weapons supplied to vetted rebels were later “diverted to ISIS within months” (CAR 2017). This is an evidence-based field study, not political commentary.
- Reuters reported that some U.S. officials believed Washington “looked the other way” while Gulf allies armed Islamist factions (Reuters 2014). The article states the U.S. “relied on regional allies whose priorities did not match Washington’s.”
A 2012 Defense Intelligence Agency (DIA) report (obtained via FOIA) explicitly stated that the Syrian insurgency was being taken over by Salafi-jihadis:

The DIA report described a jihadist “salafist principality” emerging in eastern Syria (DIA 2012).

It stated that opposition forces were dominated by “Salafists, the Muslim Brotherhood, and AQI” (DIA 2012).
This shows U.S. intelligence recognized the growth of jihadist factions early.
It does not confirm U.S. creation of such groups, only early awareness.
Many scholars argue that U.S. decisions in Iraq—especially disbanding the Iraqi army in 2003—created conditions exploited by jihadists. Fawaz Gerges writes that “the U.S. invasion of Iraq created a vacuum filled by jihadist actors” (Gerges 2016).
