To control default menu font size in wordpress

Install WP Web Fonts (plugin that effects body of pages)

Go to property pages of this plugin and modify the size and font

font-family: Hevletice, arial, Courgette, arial narrow, times serif; font-size:8px;

to let user change menu font size

install font resizer and

add the widget to the bottom area

the increments are set in the property pages

It has middle button which sets the menu and bottom fonts to WP Web Fonts default

Body

to set a different default for content and body and let user change the body font size:

install WP-chgFontSize

then in setting you will have fontsize which will open font size options

add the widget to bottom area

there you can set the default body (content font size) increment and range of change
